“On or about June 21, 2023, Respondent was unable to honor buyer withdrawals as a consequence of a shortfall of buyer funds brought on by a big legal responsibility on the Respondent’s steadiness sheet owed to prospects,” the order stated. “Moreover, Respondent did not safeguard belongings below its custody and is unable to satisfy all buyer withdrawals.”
